The administration procedure time in normal passport issuing procedure of private and also secondary private passports is 20 days. If based on the application for a private and a  second private passport and its appendices as well as data available for  authorities the facts of the affected case are clarified the administrative  procedure is 8 days. The administration procedure  begins on the day following the receipt of the application.
		   However from  1 January   2012 the issuance of private and the secondary  private passports    
			
				- in extraordinary procedure (within 7 days)
- in urgent procedure (within 3 days)
- in prompt procedure (within 24 hours) 
became available, if the applicant is willing to pay also an administrative service surcharge in addition to the procedure fee for issuing a private or secondary private passport in normal procedure.
            In extraordinary and urgent procedures the application can be submitted to any district  administrative offices and to the KEKKH Personal  Customer Service Centre  as well; however in  prompt procedure the application can be submitted solely to the KEKKH Personal  Customer Service Centre . 
        The receipt of the documents applied for and  prepared in extraordinary procedure will happen according to the previously  defined rules. However passports applied in urgent and prompt procedures can be  received solely in the KEKKH Personal  Customer Service Centre . 
          For the  above special procedures simple the procedure fee must be paid in case of  private passport; double the procedure fee must be paid in case of secondary  private passport; double the procedure fee and the additional administrative  service fee must be paid if the private or secondary private passports are  issued to replace a lost, destroyed, damaged and became inappropriate for  travelling. 
			The additional administrative service fee is 19000 HUF in extraordinary procedure, 29000 HUF in urgent procedure and 39000 HUF in prompt  procedure.
			Eligibility
			Only  the Hungarian citizens are entitled to apply for private passport.
              
The  following persons are restricted of travelling abroad:
            
              - who is in pre-trial detention, who  is under arrest for extradition, who is under provisional arrest for  extradition, who is in transfer detention, who is in temporary transfer  detention, who is in temporary custody enforcement or who is under involuntary  temporary treatment in a mental institution;  
              - who is under home curfew or house arrest;
- who is sentenced to imprisonment or whose       enforcement of suspended or partially suspended imprisonment was enacted afterwards
      -     till the last day of enforcement of  his/her imprisonment or 
        -      till forfeiture of enforceability of  his/her imprisonment from the final judgment;  
            
              - whose involuntary temporary treatment in a mental       institution was enacted by court during the period of the involuntary       temporary treatment in a mental institution from the final judgment; 
- whose education in correctional centre was enacted       by court, from the final judgment during the period of education in correctional       centre; or during the period of temporary release from correctional centre;       or   
- based on the Convention on Mutual Assistance in       Criminal Matters between the Member States of the European Union who was       restricted of leaving the territory of Hungary and       was obliged to return his/her travel documents. 
In  the above mentioned cases the application for passport issuance shall be  refused by the passport authority. 
	    
			Where to apply?
			In  normal procedure (in 20 days , and based on the application and its appendices as well as data  available for authoritiesthe facts of the affected case are clarified in  8 days) application for private and secondary private  passport can be submitted personally 
            
              - in any district offices of Hungary 
- in the KEKKH Personal Customer Service Centre 
- abroad at the consular officer
In extraordinary procedure (7 days) and urgent procedure (3 days)  application for private and secondary private passport can be submitted  personally
            
              - in any district offices of Hungary 
- in the KEKKH Personal Customer Service Centre 
In prompt procedure (24 hours) application for private and secondary  private passport can be submitted personally and solely
            
              - in the KEKKH Personal Customer Service Centre  (Budapest, XIII.       kerület, Visegrádi utca 110-112.)
An authorized  person can act if the applicant is not able to attend personally because of  his/her state of health and this is certified by the attendant doctor.  
              In  case of minor age applicant or applicant under guardianship a legal  representative can act.  
              The minor  age applicant or applicant under guardianship also must appear personally upon  submitting the application excepting if the applicant is   
            
              - under the age of 12 years
- not able to attend personally because of his/her       state of health and it is certified by the attendant doctor
Abroad application can be  submitted to the consular officer also by mail as well if 
          
              - personal attendance presents       undue difficulties provided provided that
- the storage element of the passport       doesn’t have to contain fingerprint data 
- as listed below:
            
              - applicant is under the age of        12 years
- applicant -permanently or temporarily- physically is unable to give fingerprint
- applicant is unable to attend        because of his/her state of health and it is certified by his/her        attendant doctor
In these  cases personal identification and signature of the applicant is certified by  the foreign organ or person entitled to by the practice of the concerned  country. The certification can be accepted if the consular officer has also  legalized it.
             In  case of normal procedure (20 days and based on the application and its appendices as well as data  available for authoritiesthe facts of the affected case are clarified in  8 days)and extraordinary procedure (7 days) the  issued private and secondary private passport can be received by the  applicant’s choice
            
              - inland:
                - in district offices or in the  KEKKH Personal Customer Service Centre  in person or by legal representative
- by mail according to the rules  applicable for registered deliveries 
              - abroad: 
                - at the consular officer in person or by legal representative
- by mail posted by the consular officer according to the rules applicable for registered deliveries 
Private  and secondary private passports issued in extraordinary (3 days) and prompt (24  hours) procedure can be received
            
              - inland: 
                - solely in the Central Document        Office in person or by legal representative
Necessary documents
			Major  applicant must present or attach the following documents:
            
              - valid document appropriate for       personal identification (ID card, passport, card format driving license)
- address card (official       certificate on personal identifier and address of domicile) if the       applicant has
- birth certificate, marriage       certificate, if he/she doesn’t have any document for personal       identification or if the data of the personal data and address register       don’t correspond with the data of the document or deed
- facial image, if the       applicant’s state of health doesn’t allow his/her personal attendance and it       is certified by the attending doctor
              - in case of  applicant living abroad: deed certifying Hungarian citizenship (endorsed  naturalization document, citizenship certificate not older than 3 years from  the issuance date) if he/she doesn’t have any valid document appropriate for  personal identification (ID card, passport) except for he/she applies for a new  document to replace a still valid, but lost, stolen or destroyed passport or if  the personal data and address register of the citizens considers him/her as a  citizen living abroad 
- if the applicant has a       previous, still valid passport
- statement about the loss, theft       or destruction of the previous, still valid passport if the document had       been lost, stolen or destroyed
- report of denunciation if the       previous, still valid passport was stolen and it was reported at the       police.
Facial image, signature and fingerprint will be recorded during the  application. 
            Signature is  not recorded if the applicant is unable to write.
            Fingerprint  will not be recorded if the applicant
            
              - is permanently unable to attend       physically 
- is temporarily unable to attend       physically 
- isn’t able to attend because of       the state of health and it is certified by the attendant doctor
In  case of minor age applicant and of applicant under guardianship must present or  attach the following documents:
            
              - valid document appropriate for personal       identification (ID card, passport, card format driving license)

- deed certifying Hungarian citizenship       (endorsed naturalization document, citizenship certificate not older than       3 years from the issuance date) if he/she doesn’t have any valid document       appropriate for personal identification (ID card, passport) except for if       he/she applies for a new document to replace a still valid, but lost,       stolen or destroyed passport or if the personal data and address register       of the citizens considers him/her as citizen living abroad
              - in case of applicant is under       guardianship: decision of the guardian or the certificate of the boarding       school about the existence of the guardian 
              - Contributing declaration of the parent (representative by law) to the issuance of the travel document either set in a deed of full probative force or carried out in front of the public notary, district (capital district) child welfare agency/guardianship authority, consular officer, travel document authority* 
- Deed certifying termination or       pausing of the parental supervision, if the supervisory right of one of       the parent is recessed or is terminated by the Court.
- if the applicant has a       previous, still valid passport
- statement about the loss, theft       or destruction of the previous, still valid passport if the document had       been lost, stolen or destroyed
- report of denunciation if the       previous, still valid passport was stolen and it was reported at the       police
*In normal case both parents must be present during the application. Personal attendance of only one parent (legal representative) is sufficient if the other parent (legal representative) had already contributed to the passport issuance in presence of the public notary, district (capital district) child welfare agency/guardianship authority, consular officer, passport authority head of district office or the penitentiary institution; or his/her contribution is certified by a deed of full probative force.  In this case presentation of this document is sufficient. 
            Facial  image, signature and fingerprint will be recorded during the application. 
            The  signature of the legal representative can also be recorded if the applicant is  unable to write. 
            
Fingerprint  will not be recorded if the applicant
            
              - is under the age of 12 years
- is permanently unable to attend       physically 
- is temporarily unable to attend       physically 
- isn’t able to attend because of       the state of health and it is certified by the attendant doctor
Costs
			Administration  fee for private and secondary private passport issued for major applicant in  normal procedure (in 20 days and based on the application and its appendices as well as data  available for authoritiesthe facts of the affected case are clarified in  8 days)
            
              - private passport valid for 5       years: 7500 HUF
- private passport valid for 10       years: 14000 HUF
- private passport valid for 1       year (without fingerprint) 2500 HUF
- secondary private passport       valid for maximum 2 years 15000 HUF (employer may apply for this for its       employee)
- secondary private passport valid for 1 year 5000 HUF (the employer applies for it, but the passport doesn't contain fingerprint)
- secondary private passport valid       for 1 year 5000 HUF (individuals may apply for him/herself in exceptional       cases ) 
- private passport valid for 10       years with fingerprint for applicants over 70 years of age 2500 HUF 
- secondary private passport       valid for 10 years with fingerprint for applicants over 70 years of age       5000 HUF 
- private passport valid for 1       year without fingerprint for applicants over 70 years of age 2500 HUF 
- secondary private passport       valid for 1 year without fingerprint for applicants over 70 years of age       5000 HUF 
Administration  fee for passport issued for minor applicant in normal procedure (in 20 days)
            under 6  years of age:

Between  6 and 12 years of age:

Double  the procedure fee must be paid
            
              - for secondary private passport       (see the above costs)
- if the new passport is issued       to replace the lost, destroyed, damaged or became inappropriate for       travelling
Procedure  is free of charge 
            
              - if the passport must be replaced       because the storage element with biometric identifier doesn’t contain or       contains incorrectly the specified data 
The customer is entitled to submit a free of charge request, if he/she is not or only partly able to meet the total administration costs due to his/her financial conditions. The detailed rules of a free of charge request are determined by the Government Decree 180/2005 (IX.9.).
          In  addition to the administration fee an administrative service fee must be paid  in extraordinary, urgent and prompt procedures:
          
              - in extraordinary (in 7 days) procedure additional administrative service fee is 19000 HUF
- in urgent (in 3 days) procedure      additional administrative service fee is 29000 HUF
- in prompt (in 24 hours) procedure    additional administrative service fee is 39000 HUF

			Procedure time
			Procedure  time of normal passport issue procedure is 20 days, which is counted from the next day from the  submission of the application. It doesn’t include the delivery time of the  ready document.
			 In extraordinary procedure the passport authority issues the travel document in 7 days. It doesn’t include the  delivery time of the ready document.
			 In urgent procedure the passport is issued by the passport authority in 3 days from the submission of the  application.
			 In prompt procedure passport is issued by the passport authority in 24 hours from the submission of the application.
			 There  is an opportunity to request an sms or email notification about the posting-,  or arrival time to the document office of the ready document.
			Useful information
			Validity  period of private passport
            
              - until 6 years of age: 3 years
- between 6 and 18 : 5 years*
- between 18 and 70: 5 years* or       by special request 10* years
- over 70 years: 10* years
*Validity  period is 1 year in case the storage element of the document issued for the  applicant over 12 years of age doesn’t contain fingerprint data because the  applicant is
          
              - physically and temporarily       unable to give fingerprint  
- is unable to attend personally       and it is certified by the attendant doctor
Validity  period of the passport can not be extended.            
            Customers  having customer gate will be notified electronically of the expiry of their  passport validity. The notification e-mail will be sent  for them three times i.e. six months before expiry date, then 1 month before  expiry date and finally on the expiration date. 
	    
			Electronic administration
			From 2 September 2013 the Web Assistant application system - supporting remote administration procedures for customers via KEKKH website - allows electronic submission of application for replacement of lost, stolen, damaged private passport, second private passport, service passport and service passport for seamen issued after 1 January 2013. At the same time loss, theft or destruction of the passports can be notified also electronically if it has not been done so far. In addition from 21 October 2013 the application for the second private passport can be submitted electronically as well.
