Change to the holder
When to apply

The owner of the vehicle is obliged to notify the change to the holder in the Document Office.

  • The notification must be done within 15 days from the change by submitting the private document providing full evidence (or official document) and by applying for the issuance of the registration certificate for the name of the new holder of the vehicle.
Where to apply

Notification of holder's change and the application for the issuance of the registration certificate as well can be submitted in any Document Offices.

Necessary documents

In order to register the change to holder the following documents must be attached:

  • original copy of private document providing full evidence certifying the change of holder (or official document)

The obligatory content elements of the private document providing full evidence (or official document) are as follows:

    • vehicle identifiers (number plate number, VIN number) and make data 
    • natural identification data of parties (surname and given name, place and date of birth, mother's surname and given name), serial number of their identification document, their address
    • name of legal entity or business associations without legal personality, data of their representative, address of their registered seat, their registration number
    • determination of unconscionable or onerous (legal) transaction
    • serial number of vehicle registration certificate, fact and date of transfer of documents for the new holder of the vehicle
    • the date when the vehicle enters into possession of the new holder
    • date when the legal transaction came into force
    • the owner's statement that he/she will fulfil his/her notification obligation within the prescribed period
    • the parties' statement that they are aware of legal effects relating to their notification to be entered in the registration, as well as the legal consequences of the lack of notification and late fulfilment of their notification obligation  
  • previously issued registration certificate

Documents need to be presented:

  • appropriate valid personal identity document (ID card, passport, card format driving license) address card (if any)
  • certification verifying the existence of third-party liability insurance issued for the name of the holder

In case of legal entities, business associations without legal personality the following documents are necessary:

  • entry of the Court of Registration not older than 3 months or document or certificate of registration issued in form of electronic document by the Company Information and Electronic Company Registration Service or their copies attested by a notary public or a lawyer
  • a specimen signature with notarial certification or a signature sample countersigned by the lawyer or their copies attested by the notary public
  • assignment verifying his/her entitlement to the procedure (i.e. proxy incorporated in a private or official document providing full evidence)
  • the official's identification document and address card (if any)

In case of representative procedure the following documents must be attached:

  • proxy incorporated in a private or official document  providing full evidence
Costs

Administration fee of the registration certificate is 6 000 HUF.

Administration fee of the official license (registration certificate) of the slow vehicles, trailers and four-wheeled mopeds is 4 800 HUF.

As a general rule in case of onerous acquisition of right of financial value the 25% of the vehicle ownership fee must be paid as a fee.

In certain cases the acting Document Office can give accurate information on the rate of fees to be paid.

Procedure time

Registration of change to the holder and issuance of the new registration certificate are administered immediately in the Document Office.

Useful information

If the holder's contract does not contain the obligatory/mandatory elements the fact of change can not be registered.

The change to holder's right cannot be registered without the consent of the authorized organization (financial institution) of the ownership booklet.

Important rights of the holder are as follows:

Titles related to keeping a vehicle in the traffic, participating in road traffic can fully be exercised by the holder. These rights are as follows: 

  • periodical technical inspection of the vehicle
  • temporary withdrawal of the vehicle from traffic
  • re-registration of the vehicle into the traffic
  • replacement of the registration certificate, validity sticker, number plate and registration label

The most important responsibilities of the holder are as follows:

  • maintaining the legal relationship of the third-party liability insurance
  • paying the vehicle tax
  • notifying change to holder's data
